Expected results

 1 - institutionalized sustainable multi-sector mechanism within the City Administration of Pančevo and Užice, capable of designing, implementing, monitoring and evaluating cultural policy that meets the needs of citizens and that is open to cooperation and partnership at national and international level;

2 – Adopted Strategy for cultural development of the City of Užice and Action plan for Strategy for cultural development of the City of Pančevo, developed during the process of sharing and adopting internationally methodology and through mutual exchange of lessons learned and examples of good practices;

3 - Established sustainable, institutional mechanisms of cooperation and cultural exchange at national and international level;

4 – Enhanced human resources capacities in public cultural institutions, commercial and NGO sector;

5 – Accomplished sustainability of work of the City Cultural Center in Užice in infrastructural, organizational, program and financial terms, in a way that respects the EU principles defined by Agenda 21 for culture;

6 – Significantly improved existing and initiated new cultural activities during implementation of the program activities planned within the project.

Objectives of the action

Overall objective - contribution to strengthening local capacities in cities of Užice and Pančevo for taking over responsibilities in the process of cultural policy decentralization by sharing experiences and knowledge on national and international level. Specific objectives:

1. Building capacities of local authorities of Užice and Pančevo to create and implement efficient multi-sector mechanisms for strategic approach while planning, implementing, financing, sharing experience in the field of culture at the local, national and international level;

2. Enhancing management, infrastructure and human resources capacities in public institution as well as civil society organizations who operate in the field of culture at the local level.

Tar Target group 1 – at least 30 members of the City Cultural Council of Užice and Pančevo;

Programme/Project objectives

Overall objective - Contribution to strengthening local capacities in cities of  Užice and Pančevo for taking over responsibilities in the process of cultural policy decentralization by sharing experiences and knowledge on national and international level.

The project contribute to the reform processes in Serbia, as part of the process of accession to the EU, in the field of culture, by strengthening existing and building new capacity at the community level to be able to respond to the challenges of this process.

Specific objectives

In order to achieve the set overall objective, specific objectives are set on three levels parallel: strategic, organizational, human resources level, which will be built through partnership cooperation and exchange between both partner cities of Pančevo and Užice, as well as through transfer of knowledge that will be provided by national and international experts in the field of culture engaged in implementation of the project activities.
