Expected results
  1. National legislation on Food Safety and Animal Welfare harmonized to EU legal requirements;
  2. Food and feed supply chain conforms to EU legal requirements;
  3. Organization of official control in the areas of Food Safety and Animal Welfare in compliance with EU requirements;
  4. Food and feed information management system and standard operational procedures for implementation of RASFF system and communication of information for the management of food borne outbreaks in place;
  5. Crisis management plan drafted;
  6. Recommendations on monitoring and control programmes on food and feed safety provided;
  7. Improved capacities of the staff of the Veterinary Directorate to carry out official duties in the areas of Food Safety and Animal Welfare;

Summary of the project

The Republic of Serbia has already started transposition and implementation of Acquis of the in the areas of Animal Health, Animal Welfare and Food Safety.

Institutional capacities of Serbian Veterinary Services shall be improved in order to comply with official control procedures in the areas of Food Safety and Animal Welfare.

Food safety requirements across the food and feed chains as well as animal welfare requirements on animal keeping and use, transportation and slaughter shall be in compliance with EU requirements in order tomeet customers’ expectations on food safety.

Inspection procedures, knowledge and professional expertise of inspectors of the Veterinary Services involved in official control in the areas of Food Safety and Animal Welfare shall meet EU standards.

Public awareness on food and feed safety and animal welfare is very important throughout whole food supply chain.

This project is funded by the EU with EUR 2.0 million and will be implemented for 30 months until September 2014. The principal objective of this twinning project is to provide assistance to the Veterinary Directorate of the Ministry of Agriculture, Forestry and Water Management to strengthen their capacity to enforce and oversee implementation of the Serbian Food Safety Law and Animal Welfare Law. The project will focus on following:

  1. A thorough analysis of the system will be completed and an assessment of future needs prepared
  2. A number of necessary legal acts will be drafted
  3. A wide range of trainings will be provided to the staff of the Veterinary Directorate, the inspection teams and the national crisis management response team. At least one study tour will be organised to Lithuania.
  4. An awareness raising campaign on EU food hygiene rules and requirements will be conducted, mostly for industry operators.

Programme/Project objectives

  1. To improve Food Safety and Animal Welfare in the Republic of Serbia.
  2. Support implementation of the Food Safety Law as well as Animal Welfare Law in line with the EU requirements and best practice, providing assistance to the Ministry of Agriculture, Forestry and Water Management of the Republic of Serbia – Veterinary Directorate.
  3. Analysis and assessment of needs of the food and feed supply systems and regulatory framework for implementation of the food safety legislation and on updating of standards and regulations and development of guidelines and procedures using the best practices of the EU Member States. Necessary advisory assistance will be provided for development of food and feed information management system and standard operational procedures for implementation of RASFF system and communication of information for the management of food borne outbreaks, monitoring and control programmes and development of inspection and audit capacities of food establishments.
  4. Development regulations, standards and procedures necessary for the implementation of animal welfare requirements for animal keeping, transportation, slaughtering and use for experimental purposes.
  5. Wide range of trainings in order to improve professional capacities of the inspectors.
