Summary of the project

Project purpose: To reduce the emissions from thermal power stations in Serbia, in order to comply with the legal obligations under Serbian Legislation and EU Directives.

The project involves the reconstruction of two electrostatic precipitators (units A6 and B2 of Nikola Tesla Thermo Power Plant). The activities performed are:

·               Preparation of technical specifications/ tender preparation (with assistance from external expert technical assistance)

·               Contracting of tenders

·               Implementation of the works contracts, commissioning and testing (with the assistance of Supervising Engineers).

Continued monitoring and maintenance of the operation of the ESPs by the beneficiary.

Reduction of the emissions from units A6 & B2 will significantly help improvement of the living conditions for the citizens.

  1. Technical assistance

Budget: 899,900.00 Eur

The purpose of the project is to assist both the Delegation of the European Commission to the Republic of Serbia (as the Contracting Authority) and the beneficiary in the procurement process for the design&works contracts, and in the supervision and implementation of these projects. The Supervising Engineer will be responsible inter alia for assisting in the preparation of implementation plans, monitoring of contractors, advising the beneficiary on project and site management issues, progress assessment and verification issues, site monitoring for construction, quality control, and supervision of commissioning and testing.

Name: Emission reduction from Nikola Tesla Power Plant in Obrenovac, Units A6 and B2

Budget: 10,78 million Eur

The works comprise the upgrade of the Electrostatic Precipitator System which reduces the particulate emissions from Units A6 and B2 to below LCPD particulate emission limits for a sustained period of time. The scope of works is production of the Detailed Design on the basis of the functional Specifications, delivery of components, construction, commissioning, return of the Units in operation, tests on completion.

The objective of the investment project “Emissions reduction from Nikola Tesla A and B thermal power plants” is to significantly reduce the dust emissions from 305MW Unit A6 at the Nikola Tesla A power plant and 620MW Unit B2 at the Nikola Tesla B power plant, and make a major contribution towards meeting the Environmental Acquis as required under the Energy Community Treaty (The dust emissions following the successful completion of this project should be reduced below the limits set by the relevant EU Environmental Directive).

The design&works contracts for the reconstruction of two electrostatic precipitators in Thermo Power Plant Nikola Tesla, Obrenovac, will be implemented in two lots: Lot 1 will be the reconstruction of the 305MW Unit A6 at the Nikola Tesla A power plant, and Lot 2 (under a separate works contract) will be the reconstruction of the 620MW Unit B2 at the Nikola Tesla B power plant. The design&works contracts will be let in accordance with PRAG contract conditions. The design&works contracts are likely to include: detailed design (on the basis of the already prepared functional specifications), delivery of materials and equipment, civil, mechanical and electrical works and commissioning.
