Expected results
  1. Dialogue between the government and civil society is enhanced by strengthening the capacities of public administration at national and local level to cooperate with civil society through the Office for cooperation with CSOs.
  2. CSOs actively involved in developing, implementing and monitoring policies and actions based on best EU policies and practices.
  3. Enhanced capacities of community-based organisations to advocate and actively participate in community development.

Summary of the project

Civil Society Facility (CSF) is aiming to contribute to anchoring democratic values and structures, human rights, social inclusion and the rule of law, thereby supporting the EU integration process. It was set up in 2008 to financially support the development of civil society. Civil society organisations (CSOs) continue to play an important role in social, economic and political life, and in promoting democratic values in Serbia. The relationship between the government and CSOs is still marked by fragmented cooperation and a selective approach towards individual CSOs. The newly established Government Office for Cooperation with Civil Society provides an institutional framework for more structured cooperation arrangements. The Office will stimulate the creation of an environment conductive to the development of civil society and the development of partnerships between the Government and CSOs as well as coordinate the cooperation between line ministries with CSOs. In line with that this programme will work on improvement of environment for civil society, promote more effective dialogue between civil society and the government and more effective civic participation in policy processes. 

  1. Civil Society Facility programme wants to ensure greater benefit of civil society from national legal and financial frameworks and to improve dialogue with state institutions.
  2. Programme will support CSOs networks to give citizens a voice and influence public sector reform processes through analysis, monitoring and advocacy.
  3. It is important to support development of grass-root organisations and civic initiatives by increase of their capacities through expert support provided by CSO networks, and access to financial resources and in-kind contributions.   

Programme/Project objectives

The programme purpose is to achieve: 'A more dynamic civil society actively participating in public debate on democracy, human rights, social inclusion and the rule of law and with capacity to influence policy and decision making processes.'

 

Specifically in Serbia programme will contribute to:

- Support sustainable development of civil society and partnership with the government.

- Enhance active civil society participation in Serbia’s EU integration.
