In Ruma municipality, public and construction land is a strategically important for realization of investments and economic development.
Project activities are expected to address these needs in a way that will acheive:
The full implementation of the project will lead to total or partial satisfaction of identified needs. In particular it will lead to : improvement in reaching effective decisions, increase in the municipal budget revenues as well as fostering processing investor care. In addition, the improved promotion of the construction land and developed models of public private partnerships in the construction of primary infrastructure will contribute to the larger scale of investment realization.
Overall objective "Building local self – government capacities in the area of service provision and stimulation of local social and economic development". Construction land management is a process which ensures that the property produces optimal short-and long-term results including cash flow and the increase in the value. Management of construction land is a complex and multidisciplinary theme. Successful assets management implies systematic and strategic approach in rational use of the property, which is owned and governed by a unit of local self-government. Efficient management of construction land leads to higher primary revenues of the local budget, quality services to citizens, transparency of local self-government performance and faster economic and social development.
Project identifies "improved process of construction land management within the area of the municipality", as a specific objective. In particular, this wil aim to:
- More efficient and faster performance of the municipal administration and public enterprises in the sector of construction land management (through improved humanl, technical and information capacities)
- Developing construction land management strategy of the municipality of Ruma as well as realized knowledge transfer of associates from the city of Valjevo for the needs of further development of construction land management methodology.
- Improved availability of information on investment potentials of the municipality Ruma as well as visibility and significance of the construction land managment problem in the municipality.
