Expected results
  1. A pipeline of major high quality and financially viable major (above 10 MEUR) and non-major projects (below 10 MEUR) for financing by EU through IPA component I and, at a later stage, through components III and IV, national and/or IFI/other funding is developed with full tendering documentation.
  2. Project fiches for IPA component I prepared, in line with the IPA template, and ready for implementation under Annual IPA programmes 2011/12/13 with full project documentation for tendering.

For the Result 1 related activities, the main beneficiary was the Strategic Coordinator for IPA components III and IV within the NIPAC administration.

For the Result 2 related activities, the main beneficiary was the NIPAC Technical Secretariat (DACU) in charge of programming IPA component I on behalf of the Serbian administration.

Target Groups

Target groups were all potential beneficiaries of IPA funding including line ministries, national agencies, local authorities, civil society associations, other eligible organisations and agencies etc.

Summary of the project

Project preparation facility is an instrument put at disposal of Serbian administration to support and reinforce its capacities in planning, programming and implementing the Instrument for Pre-Accession (IPA).

Technical assistance in the drafting of a suitable strategic policy framework and in the preparation of relevant and mature investment projects.

Programme/Project objectives

  1. To support the Serbian Administration in the preparation and delivery of effective EU projects in accordance with EC procedures for IPA programming and contracting, and to enhance and reinforce the Serbian capacities in the context of the EU pre-accession process and the management of the IPA.
  2. To increase the quality of project implementation under the IPA programmes through the provision of support to respective Line Ministries and other agencies in the identification, screening and preparation of project documentation and  tendering documentation
