Protection of Intellectual Property Rights (IPR) is globally important for companies operating in market economies. If a company does not protect its innovation everyone is free to copy it and profit from it. Over the last two decades the level of infringements, piracy and counterfeiting has grown globally. These violations pose a serious threat to private companies and innovators whose existence solely depends on the surplus they make through their innovation. In case this development continues it will pose a serious threat to the global economy. Immediate action is needed in order to enhance the procedures related to various aspects of IPR.
Serbia has over the last couple of years made substantial progress in aligning the legislation on IPR to EU standards. The project aims to provide support in further implementation of sector strategies and policies compatible with EU legislation and in line with the EU best practices in the area of protection of intellectual property rights. This project will support the Serbian authorities in enhancing their capacity related to these vital aspects of IPR Enforcement. Additionally modules related to capacity building, data exchange, capacity building and awareness raising activities are also included in the project. Another challenge faced by the Serbian authorities – Market Inspectorate and Customs in particular - relates to detention, storage and destruction of counterfeited goods.
1. Develop uniform internal procedures and purchase the necessary equipment for all authorities included in the project, which are involved in the enforcement of intellectual property rights, regarding withdrawal, storage and destruction of pirated and counterfeited products.
2. Strengthen the legal, administrative and institutional capacity of the Ministry of Foreign and Internal Trade and Telecommunications, the Ministry of Interior and the Customs Office for administrative enforcement of legislation regarding enforcement of intellectual property rights.
3. Provide the continuation of EU support for the activities of the Education and Information Centre (EIC) within the Serbian Intellectual Property Office (IPO), regarding the regular training and cooperation organized for the enforcement authorities in Serbia, i.e. Market Inspection, Customs Office, Ministry of Interior and Judicial authorities, as well as the public awareness activities.
